EXECUTIVE DIRECTOR
Graduated with a MA in Art and Cultural Management in Paris, Julien-Loic Garin started his career at the Fondation Pierre Berge –Yves Saint Laurent in 2006, then joined the Comité Jean Cocteau as the General Secretary, where he oversaw different exhibitions and events. He moved to Hong Kong in 2011 as the CEO of the prestigious French May Arts Festival, bridging French and Hong Kong cultures through over 120 events organised every year, including major exhibitions of Pablo Picasso, Claude Monet, the treasures from the Louvre museum, or performances by Zingaro, Bordeaux Opera Ballet, Orchestre Philarmonique de Radio France, etc. In 2017, he launched Lumieres Hong Kong, the city’s first light festival, dedicated to promoting Hong Kong’s art, culture and heritage to the general public. He was part of the organisation team behind the immersive show “En Voyage with Claude Monet” presented in West Kowloon Cultural District in late 2022.
As the Executive Director of the Foundation for Art and Culture, Julien-Loic Garin is bringing his expertise in the cultural field, dedicated to support public and private institutions, in the definition and implementation of cultural strategies and arts-related events between Europe and Asia.

Alison Bertho is a versatile professional with extensive experience in culture and entertainment. She holds a Bachelor’s degree in Journalism from Concordia University in Montreal and a Master’s degree in Media Management from La Sorbonne-INHA in Paris. With a background in broadcasting and cinema, she transitioned into cultural diplomacy, working for the culture departments of the Embassy of France in the United States (Villa Albertine in New York) in 2020 and the Consulate General of France in Hong Kong and Macau from 2022 to 2024, where she served as an audiovisual and digital arts attaché. With her expertise in cultural project management, she joined the Foundation of Art and Culture to help with its strategic development.

Graduated from London Sotheby's Institute of Art and a Master’s degree from University College London (UCL). Neng is a Greater China Representative at both Sotheby’s Institute of Art and The School of The New York Times and brought these two venerable institutions to mainland China as well as South Korea. She has also worked as an art consultant for the likes of Beijing Song Museum, Guangzhou MoMA, Bank of China, Deutsche Bank, Mingsheng Bank, UBS, Swire Group, Procter & Gamble and New Century Property. Neng has been interviewed by the New York Times, Financial Times and other key art media in China. She was featured on the Discovery Channel and inspired a character in a New York Times bestselling book.

Julia Liu had 5 years’ experience in the auction house industry with Poly, Bonhams and Sotheby’s in Hong Kong as a jewelry specialist. She graduated from Science Po Lyon and obtained a dual MBA degree from Columbia University and London Business School. During her school years, she co-founded Alab Asia Limited, a semiconductor fabless company based in China, overseeing the firm’s business operations including sales, business development, human resources, and communications. Julia Liu is fluent in five languages and her experience in entrepreneurship and extensive network allows her to help with the international partnership development of the Foundation of Art and Culture.
